All new school bus purchases in North Carolina must be electric starting with the 2026-2027 school year, with full fleet conversion required by the end of the 2049-2050 school year

Establishes the Electric Activity Bus Grant Program administered by the Department of Public Instruction to help small counties purchase electric activity buses

Grants cover up to 50% of the purchase price of electric buses or charging equipment, with priority given to districts that have not previously received program funding

Appropriates $350 million in recurring funds for the school bus replacement fund and $50 million in recurring funds for the activity bus grant program, both starting in fiscal year 2026-2027

Requires annual reporting by February 15 to the Joint Legislative Education Oversight Committee on grant recipients, total applications, and unfunded application costs
