Exempts dams less than 15 feet in height or with impoundment capacity under 50 acre-feet from the requirement to prepare downstream inundation maps as part of Emergency Action Plans, unless the Commission finds site-specific factors warrant inclusion

Removes the existing provision that downstream inundation maps generally do not require preparation by a licensed professional engineer, replacing it with a new standalone subsection

Maintains the requirement that dams associated with coal combustion residuals surface impoundments must have inundation maps prepared by a licensed professional engineer

Applies to Emergency Action Plans required to be submitted or updated on or after July 1, 2025
