Authorizes the NC Department of Health and Human Services to contract for three or more community-based capacity restoration programs (CBCRPs) that may operate at the county or regional level

Permits up to three Detention Center Capacity Restoration Programs (DCCRPs) with required consent from relevant sheriffs; regional DCCRPs require express consent from every county sheriff involved

Regional programs under both types must align with the nearest State-operated psychiatric hospital

Grants courts discretion to order capacity restoration at a CBCRP or DCCRP instead of a State-operated psychiatric hospital when a forensic evaluator recommends participation

Effective immediately upon becoming law
