Department of Justice must launch a two-year consumer finance awareness initiative covering phishing, mail fraud, identity theft, pyramid schemes, predatory home-based business opportunities, and money transfer fraud, with website and toolkit due by July 1, 2025

Department of Health and Human Services must launch a two-year health and civil rights awareness initiative addressing reproductive, LGBTQIA+, gender, and racial health issues, with website and toolkit due by July 1, 2025

Both departments must develop toolkits for local communities to launch their own awareness campaigns and provide technical assistance for implementation

State funds for both initiatives are prohibited from being used to advocate or lobby for new laws or changes to existing laws; funds may only explain and promote existing laws and resources

Both departments must report progress to their respective Joint Legislative Oversight Committees by September 1, 2026, with funding intended for fiscal year 2025-2026
