Motocross facilities open to the public must carry liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate for injuries to persons or property

Insurance policies cannot include per-person sublimits, must be from insurers authorized in North Carolina, and require 30-day advance notice before cancellation or nonrenewal

Facility operators must provide proof of insurance to the Commissioner of Insurance upon request; failure to do so allows the Commissioner to shut down operations until coverage is verified

Exemptions apply to private motocross facilities not open to the public where no fee is charged, and to facilities owned by the State or local governments

Rulemaking authority takes effect upon enactment; all other provisions become effective July 1, 2025
