Creates a new nine-member Board of Motor Vehicles responsible for appointing and overseeing the Commissioner of Motor Vehicles, shifting appointment authority away from the Secretary of Transportation.

Board composition includes three ex officio members (Secretary of Transportation, Secretary of Information Technology, State Highway Patrol Commander) plus six appointed members: two by the Governor, two by the Senate President Pro Tempore, and two by the House Speaker.

Appointed board members serve staggered four-year terms beginning July 1, 2025, with initial terms expiring June 30, 2027 or June 30, 2029; the board must meet at least quarterly.

Requires the Department of Transportation, in consultation with the Department of Information Technology and State Highway Patrol, to study the feasibility of creating a Motor Vehicle Authority as a successor agency to the Division of Motor Vehicles.

Study findings and implementation plan must be reported to the General Assembly and Joint Legislative Transportation Oversight Committee by January 1, 2026; Part I establishing the Board becomes effective July 1, 2025.
