Prioritizes grant funding for schools with greater proportions of students who lack access to mental health services, including uninsured students and students with disabilities

Creates the Mental Health Worker Loan Repayment Program with $50 million in recurring funds, providing grants equal to 20% of student debt annually for up to five years to eligible mental health workers employed full-time in tier one or tier two development areas

Requires loan repayment recipients to be North Carolina residents who graduated from a UNC system institution and work as psychologists, psychiatrists, counselors, social workers, or nurses

Mandates annual reporting to legislative oversight committees on grant recipients, funding amounts, services provided, and recommendations for improving student mental health access, effective July 1, 2025
