Prohibits persons convicted of misdemeanor domestic violence from possessing, purchasing, or receiving firearms, ammunition, or concealed carry permits, with violations classified as a Class A1 misdemeanor (effective December 1, 2025)

Requires universal background checks through the National Instant Criminal Background Check System (NICS) for all firearm sales, including private transfers conducted through federally licensed dealers, with violations classified as a Class F felony (effective October 1, 2025)

Exempts family transfers from background check requirements, including transfers to parents, children, siblings, spouses, grandparents, grandchildren, and in-laws

Reenacts North Carolina's previously repealed pistol purchase permit law (effective October 1, 2025)

Requires public school parents and guardians to annually certify that any firearms in their home are safely stored, beginning with the 2025-2026 school year
