Appropriates $1.5 billion in nonrecurring funds from the General Fund to the Department of Public Instruction for fiscal year 2025-2026, allocated to local school administrative units based on average daily membership

Designates $1 billion for school building energy efficiency improvements including high-efficiency lighting, pipe insulation, weatherization, HVAC upgrades, water systems, and internet-based building management controls

Allocates $250 million for installing solar photovoltaic panels on school buildings and related roof repairs

Allocates $250 million to replace qualifying school buses (more than 10 years old and operated on motor fuel) with electric buses assembled in North Carolina

Effective date is July 1, 2025
