Bars persons convicted of offenses related to the January 6, 2021 U.S. Capitol events from North Carolina state government employment, including those pardoned for such actions

Covered offenses include federal insurrection/rebellion/domestic terrorism charges, restricted building violations (18 U.S.C. § 1752), violent entry on Capitol grounds (40 U.S.C. § 5104), and similar state offenses

Applies to all state employees in executive, legislative, and judicial branches, including UNC System, community colleges, and state contractors

Requires due process protections before termination or denial of employment, including written notice, evidence disclosure, opportunity to respond, hearing upon request, and right to judicial review in superior court

Becomes effective July 1, 2025, applying to new hires and current employees upon discovery of disqualifying conduct
