Restores authority for Buncombe County and its municipalities to initiate down-zoning amendments without requiring written consent from all affected property owners

Amends G.S. 160D-601(d) to allow local government-initiated down-zoning, reversing restrictions imposed by Section 3K.1(a) of S.L. 2024-57

Removes the provision that prevented creating nonconformities on non-residential land through down-zoning

Applies retroactively to December 11, 2024, reinstating any ordinances that were affected by the prior legislative change

Down-zoning still requires property owner consent only when not initiated by the local government
