Authorizes the Secretary of the Department of Environmental Quality to order persons causing water or air pollution that endangers public health to immediately reduce or discontinue emissions, without regard to other statutory provisions

Requires polluters to provide temporary alternate water supplies or establish permanent replacement water supplies (via public water connection or whole-house filtration system at the affected household's choice) to persons whose water supplies are damaged by the pollution

Makes polluters liable for ongoing maintenance costs of any whole-house filtration systems installed as replacement water supplies

Allows the Secretary to assess polluters for all actual and necessary costs the State incurs in removing, correcting, or abating adverse effects from the pollution, with authority to pursue civil action in superior court if polluters refuse to pay
