Exempts natural hair care services, blow-dry styling, and makeup artistry from state licensing requirements under the NC Board of Cosmetic Art Examiners, requiring only a one-time 4-hour sanitation and safety course offered free by the Board

Converts the mandatory natural hair care specialist license to a voluntary "certified natural hair care specialist" certificate, with existing license holders automatically receiving the new certificate

Eliminates the cosmetic art shop license requirement for establishments that exclusively provide natural hair care, blow-dry styling, or makeup artistry services

Expands authorized practice settings for licensed, certified, and exempt practitioners to include barbershops, event locations, and various institutions beyond traditional cosmetic art shops
