Appropriates $14 million in recurring funds to the UNC Collaboratory for PFAS research on detection methods, remediation technologies, and public health impacts

Establishes maximum contaminant levels for drinking water: PFOA and PFOS at 4.0 parts per trillion, and PFNA, GenX, PFHxS, and PFBS at 10 parts per trillion

Requires the Department of Environmental Quality to develop science-based PFAS discharge limits for industrial users and direct dischargers to surface waters by October 1, 2025, with a 36-month compliance period beginning January 1, 2026

Prioritizes mitigation grants for water systems with the greatest public health impacts from PFAS contamination and those classified as distressed units
