Prohibits North Carolina state government and political subdivisions from purchasing or acquiring small unmanned aircraft systems (drones) manufactured or assembled by covered foreign entities

Bans use of any state funds for such purchases, including funds provided through contracts, grants, or cooperative agreements

Defines "covered foreign entity" as any party on the U.S. Consolidated Screening List or Entity List, domiciled in China or Russia, controlled by those governments, or a subsidiary/affiliate of Chinese or Russian entities

Applies to small unmanned aircraft systems weighing less than 55 pounds that are remotely operated without direct human intervention from within the aircraft

Takes effect upon becoming law, with the purchasing prohibition applying to drones purchased on or after July 1, 2027
