Creates the Helene Local Government Revenue Replacement Grant Program, appropriating $40 million from the General Fund to reimburse western North Carolina local governments for revenue losses from property taxes, sales and use taxes, and water and sewer fees caused by Hurricane Helene

Eligible local governments include counties that qualified for FEMA-4827-DR individual and public assistance as of September 28, 2024, and municipalities located within those counties

Establishes five application periods from 2025 through 2027, with the first application due within 60 days of the act's effective date and subsequent deadlines through February 2026 for ongoing revenue losses

Provides property tax interest relief for property owners in affected areas who received over $42,000 in disaster relief or insurance proceeds, waiving interest accruing from January 7, 2025, through December 31, 2026

Requires property owners to apply for interest relief by October 1, 2026, and mandates the Department of Revenue to report annually on grant recipients and amounts awarded
