Removes the "learned profession" exemption from consumer protection laws for health care providers' nonclinical services, while maintaining the exemption for direct medical, dental, or health care delivery

Establishes whistleblower protections for physicians, physician assistants, advanced practice registered nurses, and registered nurses who report violations of medical staff bylaws or raise patient care concerns

Prohibits non-compete clauses in employment contracts for health care professionals employed by hospitals, including hospital-owned outpatient departments and medical practices

Requires all nondisclosure agreements with health care professionals to explicitly permit reporting of safety concerns, ethical violations, and illegal activities to licensing agencies and regulatory bodies

Makes violating nondisclosure agreements and non-compete clauses void and unenforceable, with prevailing health care professionals entitled to damages plus attorneys' fees and costs
