Creates the "Mental Health Licensure Recognition Act" allowing mental health professionals licensed in other states to practice in North Carolina through reciprocity

Covers licensed clinical mental health counselors (associates and supervisors), marriage and family therapists (and associates), psychologists, and psychiatrists

Applicants must have practiced actively for at least 2 of the past 5 years, have no pending complaints, and have no history of conduct that would warrant license refusal, suspension, or revocation in North Carolina

Licensing boards must issue a license or notify applicants of disqualification within 60 days of receiving an application

Effective October 1, 2025, with the Board of Licensed Clinical Mental Health Counselors, NC Psychology Board, NC Marriage and Family Therapy Licensure Board, and NC Medical Board required to adopt implementing rules
