Requires courts to impose community-based sentences without imprisonment for primary caretakers of dependent children (under age 18) convicted of nonviolent offenses

Defines "nonviolent offense" to exclude crimes involving physical force, deadly weapons, burglary, extortion, arson, kidnapping-related offenses, explosives, or conduct presenting serious risk of physical injury

Authorizes courts to require conditions such as drug/alcohol treatment, domestic violence education, abuse counseling, job training, housing assistance, parenting classes, and family counseling

Allows courts to require periodic court appearances to evaluate progress, modify sentence conditions, reduce sentence duration for successful advancement, or impose confinement for violations

Effective upon becoming law and applies to sentences imposed on or after that date
