Appropriates $5 million for northern bobwhite quail habitat restoration, including matching grants up to $5,000 for landowners, a quail translocation program, and a study on sustainable quail hunting regulations due December 1, 2026

Appropriates $5 million for red wolf conservation, including matching grants up to $10,000 for landowners providing protected habitat and grants to local governments for red wolf tourism programs, with a report due December 1, 2027

Directs the Department of Transportation to use federal Wildlife Crossings Pilot Program funds to install wildlife crossings for red wolves on U.S. Highway 64 near Alligator River National Wildlife Refuge

Requires the Wildlife Resources Commission to revise lifetime hunting and fishing license fees with age-based pricing categories, multi-generational discounts, and monthly installment options for licenses over $1,000, effective July 1, 2025
