Allows individuals without lawful immigration status to qualify for in-state tuition rates at UNC constituent institutions and NC community colleges

Requires applicants to have graduated from a North Carolina high school or received a high school equivalency diploma in the state

Mandates at least two consecutive years of attendance at North Carolina schools immediately before completing high school

Requires undocumented individuals to submit an affidavit within 60 days of enrollment stating they have filed or intend to file an application to legalize their immigration status when eligible

Effective July 1, 2025, for the 2025-2026 academic year, with all application information kept confidential and exempt from public records
