Requires the NC Division of Health Benefits to submit a request to CMS within 90 days seeking federal approval to extend Medicaid personal care services coverage to residents of licensed adult care homes and special care units

Targets individuals whose income exceeds State-County Special Assistance Program limits but does not exceed 180% of the federal poverty level (for basic rate eligibility) or 200% of the federal poverty level (for enhanced rate eligibility)

Mandates that any new Medicaid coverage costs must be offset by savings or cost avoidance

Implementation contingent on CMS approval and the request meeting all specified goals including compliance with applicable legal requirements

Connects to existing requirements under S.L. 2023-134 directing the department to explore alternatives to nursing home placements for dual eligibles
