Creates the Office of Engineering and Codes within the Department of Labor, headed by a State Engineer appointed by the Commissioner of Labor and confirmed by the General Assembly for a three-year term

Transfers six regulatory bodies from the Office of the State Fire Marshal to the new office: Building Code Council, Residential Code Council, NC Manufactured Housing Board, Uniform Standards Code for Manufactured Homes, NC Code Officials Qualification Board, and NC Home Inspector Licensure Board

Establishes the State Engineer's salary to be set by the General Assembly with longevity pay of 4.8% after five years of service and 9.6% after ten years

Authorizes the Insurance Regulatory Fund to reimburse the Department of Labor for expenses related to the Office of Engineering and Codes, including staff support for transferred boards and legal representation by the Department of Justice

Effective July 1, 2026, with provisions ensuring current board members continue serving until term expiration, existing rules remain in effect, and pending investigations and proceedings are not affected
