Renames the "Alarm Systems Licensing Act" to "Security Systems Licensing Act" and expands its scope to cover modern security technologies including cameras, analytic capturing devices, monitored access control, and integrated automation systems with security elements, effective October 1, 2025.

Increases minimum liability insurance requirements for security systems businesses from $50,000/$100,000/$20,000 to $250,000/$500,000/$100,000 for bodily injury and property damage coverage.

Requires North Carolina law enforcement agencies hiring sworn officers to request and review the complete personnel files from any NC agency where the applicant worked during the preceding five years, with immunity from civil and criminal liability for agencies sharing such records.

Grants the ABC Commission authority to establish compliance verification methods for permittees and modifies violation notice requirements so the Commission must notify permit holders within five business days when receiving law enforcement reports of violations.

Modifies NC National Guard military justice provisions to allow the Adjutant General to appoint military judges who must be NC Guard members holding the rank of lieutenant colonel or above, and grants military judges enhanced punishment authority in summary courts-martial including forfeitures of two-thirds pay for one month.
