Establishes a formal removal process for registers of deeds by superior court judges for causes including willful neglect of duties, misconduct, corruption, extortion, felony conviction, or intoxication

Allows removal petitions to be filed by any five qualified county electors (with county/district attorney approval) or by the county/district attorney on their own motion

Permits judges to suspend a register of deeds pending hearing if sufficient cause appears; if proceedings favor the accused, the county must pay their reasonable defense expenses including attorneys' fees

Requires third-party vendors or contractors responsible for security breaches affecting North Carolina governmental entities to pay or reimburse the full cost of breach notifications and associated legal fees

Payment for breach notification costs must come through the third party's cyber liability insurance or their own entity funds; applies to breaches occurring after the act becomes law
