Prohibits local governments in North Carolina from enacting environmental or natural resource protection ordinances, rules, regulations, or policies that are more restrictive than state or federal law, unless specifically directed by the General Assembly

Allows local governments to adopt requirements necessary to comply with federal or state law or permit conditions, provided they do not exceed the scope of authority expressly granted

Exempts regulations adopted as a condition of participation in the National Flood Insurance Program from the limitation

Requires all local governments to review and amend their ordinances to ensure compliance by December 1, 2025, after which any non-compliant provisions become null and void

Effective immediately upon becoming law
