Prohibits corporal punishment (intentional infliction of physical pain as discipline) in all North Carolina public schools, removing current authority of local school boards to permit it

Physical restraint under federal law and reasonable use of force for safety purposes are explicitly excluded from the definition of corporal punishment

Removes corporal punishment from State Board of Education reporting requirements and eliminates related data collection obligations for school districts

Repeals G.S. 6-21.4, which provided legal framework for administering corporal punishment

Takes effect upon becoming law, applying beginning with the 2025-2026 school year; civil actions from corporal punishment administered before the effective date remain unaffected
