Appropriates $500,000 in nonrecurring funds from the General Fund for fiscal year 2025-2026 to establish the Student Voter Identification Grant Program administered by the State Board of Community Colleges

Provides grants of up to $20,000 per community college to upgrade equipment and facilities needed to produce student ID cards that qualify as valid photo identification for in-person voting

Requires grants to be awarded by August 15, 2025, with a report due to the Joint Legislative Education Oversight Committee by February 15, 2026 identifying recipient colleges and their purchases

Mandates the State Board of Elections to approve student ID card applications from grant-recipient colleges submitted by September 1, 2025, if they meet other established requirements

Effective date of July 1, 2025
