North Carolina Public Utilities Commission must conduct a study within 90 days of enactment evaluating the costs and benefits of the current energy market, potential reforms to the Southeastern Energy Exchange Market, and feasibility of establishing an energy imbalance market or regional transmission organization

Study must analyze impacts on electricity generation capacity, customer rates, environmental quality and carbon emissions, economic opportunity, and effects on disadvantaged or vulnerable communities

Commission must identify legal and procedural requirements at state and federal levels needed to implement energy market reforms, including laws and regulations that may need amendment

Written report due to the Joint Legislative Energy Policy Commission within one year of enactment

Appropriates $350,000 in nonrecurring General Fund dollars for FY 2025-2026 to conduct the study, with direction to seek additional federal funding
