Establishes a competitive grant program for public agencies and nonprofits serving crime victims, with a maximum grant of $1,000,000 per recipient per fiscal year

Increases criminal court costs by $3.50 (from $147.50 to $151.00 in district court; from $154.50 to $158.00 in superior court), with the increase directed to the new fund, effective December 1, 2025

Raises marriage license fees by $5.00 (from $60.00 to $65.00), with the increase credited to the new fund, effective December 1, 2025

Requires grantees to report on fund usage and victims served within one year, and requires the Governor's Crime Commission to submit annual reports to the Joint Legislative Oversight Committee on Justice and Public Safety by March 1
