Prohibits issuing officials from issuing arrest warrants when criminal charges are initiated solely by non-law enforcement officers (private citizens), requiring a criminal summons instead

Creates a single exception allowing arrest warrants for citizen-initiated charges when domestic violence as defined in G.S. 50B-1 is alleged

Eliminates three existing exceptions that previously allowed citizen-initiated arrest warrants: corroborating testimony from law enforcement or disinterested witnesses, substantial burden to obtain police investigation, and evidence of flight risk or danger

Effective October 1, 2025, applying to criminal processes issued on or after that date
