Expands North Carolina's Clean Energy and Energy Efficiency Portfolio Standard (CEPS) to include existing nuclear energy facilities and large hydroelectric power facilities

Removes the January 1, 2007 in-service date requirement for nuclear facilities to qualify as "new clean energy facilities," allowing older nuclear plants to count toward clean energy standards

Eliminates the 10 megawatt cap for hydroelectric facilities, allowing large hydro dams to qualify as renewable energy facilities under the CEPS

Removes the previous restriction that excluded hydroelectric facilities with generation capacity over 10 megawatts from the "renewable energy facility" definition

Effective immediately upon becoming law
