Excludes man-made ditches from the definition of "estuarine waters" under CAMA, removing them from coastal fishing waters protections

Excludes man-made ditches from public trust areas covering waterways and lands under tidal or navigable waters

Prohibits the Coastal Resources Commission from designating man-made ditches as areas of environmental concern

Amends the definition of "marshland" to exclude any area contained within a man-made ditch, effective upon becoming law
