Requires NC DHHS to amend the Medicaid State Plan to reimburse licensed ambulatory surgical centers at a minimum of 95% of the Medicare Ambulatory Surgical Centers fee schedule, updated annually based on CMS rates as of January 1

Appropriates $6,916,000 in recurring General Fund dollars for each year of the 2025-2027 fiscal biennium to implement the rate increases

State funds will match $12,633,000 in recurring federal Medicaid funds annually, bringing total new funding to approximately $19.5 million per year

Effective date is July 1, 2025, with initial rate adjustments taking effect upon CMS approval of the State Plan amendment
