Increases maximum group sizes for infants (0-12 months) from 10 to 15 children and for toddlers (12-24 months) from 12 to 18 children, while maintaining existing staff-child ratios of 1:5 and 1:6 respectively

Allows child care centers operating under voluntary enhanced requirements to increase toddler (2-3 years) group sizes from 18 to 20 children if they maintain a stricter 1:9 staff-child ratio

Permits centers operating under the highest voluntary enhanced requirements to use alternative group sizes (12 for infants, 15 for toddlers 12-24 months, 20 for ages 2-3) with stricter ratios of 1:4, 1:5, and 1:8 respectively

Extends nap time supervision flexibility to one-year-olds, allowing reduced in-room staffing during naps if at least one person remains visible to all children and required staff are on premises within calling distance

Takes effect immediately upon becoming law
