Creates the Office of Artificial Intelligence Policy within the Department of Commerce, led by a Director appointed by the Secretary of Commerce, to identify regulatory barriers and gaps in AI governance

Establishes the AI Learning Laboratory Program allowing businesses to participate in a regulatory sandbox with temporary regulatory mitigation agreements lasting up to 12 months, with one 12-month extension available

Requires state agencies to compile an inventory of all AI technologies in use or under consideration by October 1, 2026, including vendor information, functions, data security measures, and bias evaluations

Mandates the Office conduct a comprehensive analysis of existing AI regulations by January 1, 2027 and report annually to the General Assembly beginning July 1, 2026

Convenes a multidisciplinary AI Learning Advisory Panel composed of academic experts, industry representatives, legal scholars, and civil society organizations to guide the learning agenda
