Amends the Town of Garner charter to increase the town manager's authority to settle personal injury and property damage claims from $100 to $10,000

Authorizes the town manager to settle eminent domain cases up to the amount budgeted for property or easement acquisition in the approved capital improvement program

Grants new authority for the town manager to settle claims made by the town or debts owed to the town up to $10,000

Requires all settlements to be approved by the town attorney and reported to the town council in a timely manner

Effective upon becoming law
