Expands the NC Licensing Board for General Contractors' disciplinary authority to cover licensees, qualifiers, and applicants who commit fraud, gross negligence, incompetency, misconduct, or willful violations of board rules and orders

Requires all complaints against contractors to be in writing and affirmed by the complainant, and prohibits the Board from accepting anonymous complaints

Allows the Board to recover up to $5,000 per violation (rather than $5,000 total) in administrative costs for investigation and prosecution of violations

Removes the $5,000 cap on attorneys' fees the court may award the Board when it prevails in injunctive relief actions

Bars examination applicants from taking any Board-offered exam until they have satisfied any outstanding court awards against them; effective October 1, 2025
