Eliminates minors' ability to independently consent to medical treatment for venereal disease, reportable diseases, substance/alcohol abuse, and emotional disturbance, limiting self-consent only to pregnancy-related care

Requires written parental or guardian consent before administering any vaccine with emergency use authorization (not yet fully FDA-approved) to individuals under 18

Grants parents the right to access and review all medical records of their minor children, including records for care the minor could consent to independently

Creates exceptions allowing medical examinations without parental consent when practitioners reasonably believe the exam will reveal suspected child abuse or neglect

Blocks parental access to minor's medical records in cases involving suspected abuse/neglect examinations, valid court orders prohibiting release, or when the parent is under investigation for crimes against the child
