Revises and consolidates the Charter of the Town of Boiling Springs in Cleveland County, North Carolina, replacing multiple prior acts dating back to 1911

Establishes a council-manager form of government with a five-member Town Council elected at large and a separately elected Mayor who votes only in case of a tie

Council members serve staggered four-year terms, with three elected together every four years and two members plus the Mayor elected two years thereafter

Town Manager serves as chief administrative official appointed by the Council and is responsible for appointing the Town Clerk, Finance Officer, Tax Collector, and Chief of Police

Repeals four prior Private Laws and Session Laws (1911, 1913, 1951, 1957) while preserving existing ordinances, resolutions, and accrued rights not inconsistent with the new charter
