North Carolina would observe Daylight Saving Time year-round, eliminating the biannual clock changes, contingent upon Congressional authorization

The state's standard time remains designated by the U.S. Department of Transportation under the Uniform Time Act of 1966 (15 U.S.C. §§ 260-267)

Within 60 days of Congress authorizing year-round DST, the Commissioner of Agriculture must notify the Governor to implement the change via executive order

Adds new Article 8 "Standard Time" to Chapter 81A of the General Statutes, creating section G.S. 81A-100

Effective immediately upon becoming law, but year-round DST implementation depends on future federal authorization
