Public school governing bodies may adopt policies allowing students to attend religious moral instruction courses during the school day for 1-5 hours per week with parental consent

Students attending released time courses are not marked absent, but must make up any missed schoolwork and arrange their own transportation

Schools may award up to 2 elective credits for completed released time courses, evaluated using secular criteria such as instruction hours, syllabus review, assessment methods, and instructor qualifications

No federal, state, or local funds may be used for the courses beyond minimal administrative costs, and courses cannot be held on school property unless under a neutral equal-access policy

Sponsoring organizations must maintain attendance records, provide course syllabi upon request, and assume liability for students during the course
