Mandates the NC Cooperative Extension Service establish a basic lumber grading training program within 180 days, with recertification required every five years

Requires lumber to be sold directly from the sawmill operator to the property owner and must be accompanied by a certificate documenting species, quantity, mill operator name, compliance certification, and sale date

Directs the Residential Code Council and Building Code Council to adopt temporary rules within 180 days, followed by permanent rules, while shielding code enforcement officials from liability for structural failures related to ungraded lumber use
