Creates 11-month extended-year contracts for certain NC teachers, with mandatory contracts for initially licensed teachers (those with provisional/limited/emergency licenses) and teachers at low-performing schools

Requires local boards to offer optional extended-year contracts to designated mentor teachers and to veteran teachers (6+ years experience with continuing license) once every three years

Local boards must designate up to 10% of teachers as mentor teachers based on effectiveness in teaching, mentoring, and student academic success

Extended-year duties include professional development, mentoring relationships between new and experienced teachers, and extended school year instruction for students performing below grade level

Appropriates $310 million in recurring funds to the Department of Public Instruction for fiscal year 2025-2026, effective July 1, 2025
