Appropriates $85,664,636 in total funds to the judicial branch for the biennium beginning July 1, 2011, and ending June 30, 2013, consisting of $83,482,362 in general funds and $2,182,274 in special funds.

Increases Supreme Court justice salaries from $124,027 to $134,135 annually (effective July 1, 2012), with chief justices receiving an additional $3,862 annually.

Increases district judge salaries from $113,698 to $122,537 annually (effective July 1, 2012), with presiding judges receiving an additional $3,252 annually.

Authorizes the director of the office of management and budget and state treasurer to transfer funds between judicial branch appropriation line items upon request of the Supreme Court.

Identifies $901,480 in one-time funding for the 2011-13 biennium for studies on work assessment and racial/ethical bias in courts ($200,000), information technology equipment ($516,480), and office equipment and furniture ($185,000).
