Appropriates $189,077,533 in total all funds to the state department of health for the biennium July 1, 2011 through June 30, 2013, including $28,913,780 from the general fund and reducing full-time equivalent positions from 343.50 to 342.50.

Provides $500,000 contingent appropriation plus authorization to borrow up to $500,000 from the Bank of North Dakota for litigation and administrative proceedings costs related to the United States Environmental Protection Agency, requiring attorney general approval and quarterly budget section reports.

Allocates $272,310 from the environment and rangeland protection fund, including $50,000 for a grant to the North Dakota stockmen's association environmental services program.

Directs the state department of health to work with the Indian affairs commission to develop and implement a suicide prevention program for the 2011-13 biennium and requires the state auditor to conduct a performance audit of the family health division.

Instructs legislative management to study the regional public health network pilot project during the 2011-12 interim and report findings to the 63rd legislative assembly.
