Creates the Melvin Norgard memorial fund in the state treasury to receive bequest income including mineral lease payments, royalties, and sale proceeds, with investment income retained in the fund for veterans' home resident programs

Directs legislative management to study disposition options for the old veterans' home facility during the 2011-12 interim and to study consistency of veterans' services delivery by county veterans' service officers, with findings reported to the 63rd legislative assembly
