Appropriates $45,968,599 in total funds to the North Dakota Highway Patrol for the biennium July 1, 2011 through June 30, 2013, including $34,443,274 from the general fund and $11,525,325 from special and federal funds.

Allocates funds across three divisions: Administration ($3,159,842), Field Operations ($41,206,269), and Law Enforcement Training Academy ($1,602,488), maintaining 194 full-time equivalent positions.

Includes $1,237,000 in one-time funding for digital radio equipment upgrade ($1,076,000 general fund and $161,000 special funds), excluding this amount from the 2013-15 base budget.

Authorizes transfer of $5,025,762 from the state highway tax distribution fund to defray highway patrol expenses during the biennium.

Provides highway patrol officers up to $200 per month for meals and expenses while on travel status within North Dakota or at home stations, payable without receipt requirements.

Directs legislative management to study during 2011-12 interim the feasibility of relocating the highway patrol training academy, emergency operations vehicle training course, and constructing a shooting range, with recommendations to the 63rd legislative assembly.
