Appropriates $1,547,473,459 total funds ($5,850,000 general fund) to the Department of Transportation for the biennium July 1, 2011 through June 30, 2013, including salaries, operating expenses, capital assets, and a new county and township road reconstruction program.

Allocates $142,000,000 for county and township road reconstruction program with funding based on a needs assessment study, covering 90% of paved road projects and 25% of unpaved road projects.

Authorizes Department of Transportation to borrow $120,000,000 from Bank of North Dakota for emergency relief projects on state highways through June 30, 2013.

Appropriates $1,431,000 for highway-rail grade crossing safety projects and related grants, with up to $230,000 available for new grants requiring 10% local matching funds (except on state highways).

Transfers $370,600,000 from general fund to highway fund during the biennium and declares $228,600,000 in extraordinary highway maintenance and $142,000,000 in county road reconstruction funding as emergency measures.
