Appropriates $105,465,189 in special funds to the commissioner of university and school lands for the biennium July 1, 2011 through June 30, 2013, including $99,778,269 for grants and increases full-time equivalent positions from 21.75 to 24.75.

Distributes $98,448,003 from permanent funds to state institutions during the 2011-2013 biennium, with $92,514,000 allocated to common schools and remaining amounts to universities, correctional facilities, and other state entities.

Limits annual energy infrastructure and impact grants to 60 percent of the biennial appropriation and grants the board of university and school lands authority to award these grants from the oil and gas impact grant fund.

Modifies oil and gas gross production tax apportionment by capping the oil and gas impact grant fund at $81 million per biennium (increased from prior limit) and reallocates remaining revenues among counties, cities, school districts, and the state general fund based on tiered formulas.

Renames the "energy development impact office" to "energy developmentinfrastructure and impact office" and updates the director's duties to recommend distribution of 35 percent of available oil and gas impact funds to cities with populations of 10,000 or more and 65 percent to other eligible entities.
